Portuguese Government has nominated Commander Cabuns as expert
to make all necessary arrangements for purchase and delivery. He
will arrive in London on or about December 15th and has told me
privately that Portuguese Government trust price will not be less
favourable than that charged to Dominions Governments in similar
circumstances.
Please inform Boyat Air Ministry with whom Cabuns will.
communicate shortly after arrival.
